If you've ever been involved in designing, constructing or upgrading a public building, you've probably come across the term hearing augmentation. But knowing when it's actually required isn't always straightforward.

The National Construction Code (NCC) 2022 sets out the minimum accessibility requirements for buildings in Australia, including when hearing augmentation systems must be provided. These requirements are intended to ensure people with hearing loss have equitable access to spoken communication in public spaces. 

The good news is that the rules can be broken down into a few simple questions.

Is hearing augmentation required?

In many cases, hearing augmentation is required when all of the following apply:

• The building or space falls within the scope of the NCC accessibility provisions.
• An inbuilt amplification system (such as a public address or microphone system) is installed.
• The space is one where people rely on spoken communication.
• The system is used for normal communication rather than emergency warning only. 

If these conditions are met, it's time to consider how people with hearing loss will access the audio being amplified.

Common places where hearing augmentation is required

Under Clause D4D8 of the NCC 2022, hearing augmentation must generally be provided where an inbuilt amplification system is installed in:

• Class 9b buildings (such as assembly buildings)
• Auditoriums
• Conference rooms
• Meeting rooms
• Courtrooms and rooms used for judicatory purposes
• Ticket offices
• Reception counters
• Teller windows and other service counters where a screen separates the customer from the staff member. 

These are all environments where understanding speech is essential and where people may otherwise struggle to hear clearly.

It's not the microphone that triggers the requirement

One of the most common misconceptions is that simply installing a microphone means hearing augmentation is required.

In reality, the NCC focuses on whether there is an inbuilt amplification system used for everyday communication. Portable systems or temporary equipment may not trigger the same requirements, while permanently installed public address systems often do. Every project should be assessed individually against the NCC provisions. 

What type of hearing augmentation can be used?

The NCC doesn't prescribe a single technology.

Instead, it allows different hearing augmentation solutions provided they meet the performance requirements. Depending on the project, this may include:

• Hearing Loop Systems
• Receiver-based systems
• Emerging technologies such as Auracast™ (where appropriate)
• Other compliant hearing augmentation solutions

The most suitable technology depends on factors such as room size, building construction, user needs, interference, privacy and future flexibility. The NCC guidance notes acknowledge that the choice of system depends on the size and use of the space, external interference and the building materials used. 

Coverage requirements

The NCC also specifies how much of the room must be served by the hearing augmentation system.

For example:

• Induction loop systems must provide coverage to at least 80% of the floor area served by the inbuilt amplification system.
• Receiver-based systems must provide coverage to at least 95% of the floor area and include a minimum number of receivers based on the room's occupant capacity. 

These requirements are designed to provide effective access while recognising that achieving 100% coverage can be impractical due to building design and technical limitations. 

It's about more than compliance

Meeting the NCC is only the starting point.

A hearing augmentation system should also be:

• Easy for people to find and use.
• Appropriate for the way the space is used.
• Correctly designed and installed.
• Properly commissioned and tested.
• Supported with clear signage and user information.

A compliant system that people don't know exists—or can't easily access—won't deliver the communication outcomes it was intended to achieve.

Every project is different

The NCC provides the minimum requirements, but every building presents unique challenges. Room acoustics, occupancy, technology choices, future expansion and user needs all influence the most appropriate solution.

That's why independent advice early in the design process can help avoid costly redesigns, improve accessibility and ensure the chosen system delivers meaningful communication outcomes—not just compliance.
